Money Follows the Person (MFP)

IM4Q's Money Follows the Person (MFP) initiative aims at encouraging states to help Medicaid-enrolled persons' transitions from institutions into the community and maintain their Medicaid coverage, delivered through various home and community-based services. The IM4Q team had 5 people trained to complete the MFP interviews, and 58 initial interviews were completed

The interview process is informal and confidential. We feel our involvement provides people with the opportunity to speak with someone who is independent of the service system, someone who relates to their circumstances and genuinely wants to listen to what they have to say.

Reports from The National Evaluation of the MFP Demonstration Grant Program

Mathematica has released a new report about the CMS-administered Money Follows the Person Demonstration. The report—“A First Look at How MFP Participants Fare After Returning to the Community” by Mathematica Research Analyst John Schurrer and Senior Researcher Audra Wenzlow—is the seventh in our series of short reports on state efforts to transition Medicaid enrollees to community living and rebalance their long-term care systems under MFP.

The report examines whether MFP participants remained in the community, returned to an institution, or died during the first year after they transitioned to community living. It also looks at how participants fared compared to Medicaid beneficiaries who transitioned from institutions to the community prior to MFP. The report’s findings indicate that reinstitutionalizations were most likely to occur in the first few months after transition, and that MFP participants were more likely to remain in the community but tended to be younger than beneficiaries who transitioned prior to MFP.
